Job Description Summary

The Chief Engineer is responsible for the general administrative functions and physical operations of the building.  The Chief will provide direction to the engineering staff and implement the maintenance procedures for efficient mechanical operations.  The Chief will ensure building and grounds cleanliness and implement and oversee preventive maintenance programs to insure preservation and upkeep of the buildings and equipment.  He is responsible for developing and managing the engineering department and interpersonal team relationships with other departments and maintain good tenant relationships.

As Chief Engineer you will lead the day-to-day maintenance, repair, and efficient operation of all building systems and equipment of a Class A commercial/corporate building.   In particular, the Chief Engineer and team will be expected to perform routine maintenance and repairs of all mechanical, electrical, plumbing and refrigeration equipment to ensure the effective operation of the facility and to provide a safe, efficient, and comfortable working environment. The Chief Engineer will need to be hands-on and work closely with building management, on-site contractors, and tenant facilities staff. Coordinate and complete all assigned preventative maintenance and tenant work requests, assign priorities, delegate to appropriate contractor as required and oversee and inspect the work performed by outside contractors.  Troubleshoot and facilitate the repair of all other building related matters related to infrastructure and core and shell of the building and any interior and exterior repairs and maintenance as well as any other building matters required.  The Chief is responsibility to manage any and all emergency related issues, direct staff and contractors and communicate in a timely and effective way and quickly provide resolutions whether short term or long term for the stability of the building environment.

Minimum Experience Required:

7- 10 or more years of hands-on experience with various mechanical systems including heat pumps, cooling towers, boilers, VAV systems, air-handling units, roof-top units and split systems as well as energy management systems, fire pumps, fire alarm systems, generator and switchgears.  Current PA Refrigeration license and HVAC trade school certification preferred.Knowledgeable on BMS systems management.  This role relies heavily on the use of email communications where strong written and organizational skills and timely follow up are critical.  Experience in operation, maintenance, and basic repair of HVAC, Electric, and Plumbing. Thorough knowledge in all building systems operations, maintenance, and repair.

Managerial Duties and Responsibilities:

  • Provide direction and supervision to the engineering staff, assign work priorities and assist in determining the extent of necessary repairs and corrective measures.
  • Maintain basic administrative files and records relevant to the buildings’ operations and tenants.  This includes files containing written records of maintenance services, equipment inventory, operation manuals, general supplies and parts inventory, etc. Building department required licenses and permits
  • Process weekly timecards and submit to Human Resources.  Closely monitor all overtime of engineers and outside vendors.
  • Coordinate regular staff meetings with building engineers and property managers. 
  • Conduct a weekly review of outstanding work orders.  Follow up with engineers and property managers regarding all outstanding items.
  • Assist Senior Manager with annual performance reviews of engineering staff.  Establish goals and monitor progress throughout the year.

Technical Responsibilities

§  Proactively conduct efficient operations of the buildings equipment and installed systems to include packaging and handling machinery, plumbing systems, kitchen equipment, roofs, drains, shop, grounds equipment, and HVAC.

The Following Technical skills will be utilized.

·       Operation, maintenance, and repair of all boilers, heaters, pumps, valves, and variable speed drives.

§  Operation, maintenance and repair of rooftop units, chillers, cooling towers which include refrigerant compressors, condensers, evaporators, expansion valves, stop valves, together with all refrigerant lines and devices used to control temperature, and air conditioning systems in their entirety.

§  Operation, maintenance, and repair of air compressors, together with distribution lines and all valves and devices for controlled pneumatic air.

§  Operation, maintenance, and repair of VAV boxes, controls, and thermostats.

§  Perform preventive maintenance which includes changing filters, cleaning coils, flushing condensers, greasing pumps, motors, and fan bearings. Inspecting and replacing belts, aligning pulleys, and replacing fan bearings.

§  Operation, maintenance, and repair of building automation systems for HVAC, including consoles, data gathering panels, remote sensors and indicating device.

§  Operation, maintenance and repair of plumbing, bathroom fixtures, water filters, piping and pumps used in conjunction with water distribution, including all supply lines, drains, water lines, control devices and sprinkler systems.

§  Operation, maintenance, and repair of all types of electrical systems, generators, UPS, ATS, switchgear and fire alarm system.

§  Oversight and General Maintenance of elevators except where this type of equipment is serviced and maintained by specialized contractors- Asst. BE must have daily oversight of elevator operations.

§  General Maintenance and repair may include but not limited to kitchen equipment repairs, replacement of lamps and ballasts, door lock hardware repairs, furniture repairs, painting, cleaning equipment and work areas.

§  Manage all Preventive maintenance tasks associated with building equipment via the Building Engines tool.

§  Respond to all emergency situations quickly (fire, evacuation, equipment failure etc.) and customer concerns.

§  Oversee all building systems including fire/life safety (fire alarm, fire sprinkler & fire sprinkler), plumbing, HVAC, and electrical issues; must remain current with latest HVAC technology trends.

§  Ensures the availability of an adequate operating inventory of tools and supplies. Specific duties include, but not limited to: Preparing and submitting purchase order requests, developing sources for stock materials, and performing periodic checks for supplies.

§  Replace and repair building finishes such as ceiling tiles, door hardware, wallpaper, and can paint walls, piping, floors, and equipment

§  Troubleshoot, evaluate, and make recommendations to upgrade equipment /infrastructure for Capital planning; maintenance operations and/or implement savings opportunities

§  Daily inspections and reporting of building systems to ensure proper operations.  Daily inspections of interior and exterior building conditions are required.

PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. • Must have ability to stoop, stand, climb, frequently lift a minimum of 50 lbs. of equipment (pumps, tools, ladders) and safely install rigging/lifting devices • Regularly required to crouch and reach to install/move equipment by bending forward at the waist or by bending legs and spine • Involves movement between departments, floors, and properties to facilitate work • Ability to speak clearly so others can understand you • Ability to read and understand information presented orally and in writing • Regularly required to utilize vision abilities, allowing reading of printed material, drawings, and schematics. Regularly use hands to operate office machinery.

This role is NON UNION:  M-F; shift schedule is 7am-4pm but may vary. This position is required to be on-call 24/7 to respond to emergencies.
